Hetman Nalis Varo of Dondril

Nalis Varo is a Dunmer priest and the elected hetman of Dondril. In this capacity, he can hand out bounties on behalf of his lord, Indoril Ilvi of Roa Dyr. He is also involved in two other quests, including a Fighters Guild quest where he takes in a drinker of too much punavit, and a Tribunal Temple quest where he acts as the main opposition towards the burial of Garvs Ovav's dead daughter, Fedura, fearing that the remains have been tainted by Daedra. This refusal is perhaps in part motivated by his faith as a priest, although his main concern seems to be the opinion of those who elected him:

"I am afraid the answer is no. I cannot risk the backlash from my people. Not without a stronger argument. The right thing to do would be to take the ashes to Necrom on his behalf."
