Quick Walkthrough

1. Speak to Orlukh gro-Othmog in Anbarsud about Orlukh's plan and the Anbarsud Mine Agreement.
2. Use the Khalaan Propylon Index to enter Old Ebonheart's underground from Romayon, Propylon Chamber.
3. Find Dolg gro-Madrag and the Anbarsud Mine Agreement in Old Ebonheart's Eastern Sewers.

Detailed Walkthrough

Orlukh gro-Othmog now appears to trust you enough to speak of the origin of Clan Orlukh. It seems that as legionnaires, those who are now the clan had saved up a great deal of money in order to make a life for themselves in Morrowind when their service ended. They were sold Anbarsud mine, promoted to them as "the most profitable iron mine this side of the Thirr.", but found the promises to be lies. While ultimately, they discovered Varos during their digging and became vampires, they never forgot the injustice. Orlukh wishes you to obtain a copy of the Anbarsud Mine Agreement, which is supposed to have the name of the seller - who until now has renamed anonymous. A previous member of the clan was sent to Old Ebonheart to get this, but has not returned. Orlukh will supply you with a Scroll of Ondusi's Unhinging and tell you to use the Khalaan Propylon Index to enter the sewers of Old Ebonheart.

Go to the Romayon Propylon Chamber and activate the Khalaan Propylon. This will teleport you to Khalaan's Propylon Chamber. From here, you will need to fight your way up through the Raathim Ancestral Tomb to the locked gate at the top. Orlukh's scroll will get you through this, allowing you access to Old Ebonheart's west sewers (as you arrive from the tomb, pull the rusty handle on your left to open the secret door out into this location).

Head east through the sewers to get to Sewers: East. You'll need to bypass further locked doors. Otherwise surface into the city and find an entrance to Sewers: East from above - the sewer entrance in the Eastern Watchtower is an ideal point of re-entry.

You'll need to push your way through a Damaged Vault Door on the far eastern side of this section of the sewers - it requires a high Strength to open, so find a way to boost this if you're unable to initially. Beyond the vault door you will find the corpse of Orlukh's scout, Dolg gro-Madrag, and the vampires Gorman and Armennu that presumably put an end to them. Return the favor, and then retrieve the Anbarsud Mine Agreement from Dolg gro-Madrag's body.

Return to Orlukh with the agreement - one that names Andothren notable, Tholer Andas, as the mine's original seller - to complete the quest. Remember the Orlukh Amulet given to you as a reward for Invasion from Above, as this will allow you to teleport back to Anbarsud on being equipped.

150		I found the missing Orlukh scout sent to Old Ebonheart. He had the Anbarsud Mine Agreement with him.
200	Finishes quest	I returned the documentation to Orlukh gro-Othmog. The seller of the mine was Tholer Andas. Alukh gra-Murz at the Anbarsud shrine to Malacath has my next assignment.

Bugs

Orlukh's scout, Dolg gro-Madrag, might not spawn. If this happens use the console command placeatme "tr_m4_dolg_gro-madrag" 1 1 0 the document Anbarsud Mine Agreement ID: tr_m4_q_orlukhdeed should spawn on his body.
