Lloras Nelvel, Master of the King's Treasures

Lloras Nelvel is a Dunmer noble, and Master of the King's Treasures. At the time of your arrival he is overseeing cleanup at the palace vault, in the aftermath of a break-in where thieves tunneled in from the sewers and activated a lethal Dwemer apparatus.

He appears to be loyal to King Helseth, and is genuinely affronted if you ask for more reward for risking your life deactivating the apparatus, pointing out that you would essentially be doing a favor to the king. Indeed, he is so loyal that he will actively attempt to employ you in an assassination of a critic (and alleged blackmailer) of the king, Theril Gilnyth, during the events of Freedom for a Fiend.

He carries a Glass Tanto and the key to the Palace Vaults.
