Hetman Duvas Valen, Indoril Ilvi's representative in Velonith

Duvas Valen is Velonith's governing Dunmer official of the small agricultural and mining settlement of Velonith. In his capacity as hetman, he acts as an administrator for Indoril Ilvi of Roa Dyr, and will offer you the bounties posted across Ilvi's lands. He appears to be a reasonably kind individual, believing former criminal and current resident, Velms Maloren, to have reformed, and giving him a chance on this basis.
