Berelas is a Dunmer vampire in the abandoned Velothi stronghold of Merihayan. Unless you are a vampire, he will be hostile and attack. However, vampires will have the chance to find out a little more about him, and he will engage you to exterminate the Indoril sentries at the nearby Lan Orethan Outpost.

"This stronghold's glory days have passed, thanks to Almalexia's faithful. Once, it housed as many vampires as it now does skeletons. You may call me Berelas, last of my clan, as I was fortunately absent during the purge. Once Almalexia's faithful are dead, I'll be free to leave this cursed place."
