As of at least the 22.11 release, Eyestars are included in game as containers, not fauna. For their current implementation, see Eyestar.

Eyestars originally shared features with both plants and animals. They were immobile but could retaliate against unwary alchemists attempting to take their eyes. Each time an attempt was made to take an Eyestar's eye, the player's luck, agility and alchemy skill would be used to determine whether or not the attempt was successful. A failed attempt could result in the player becoming infected with Witches' Pox, Chrondiasis, Caliron's Curse or Wizard Fever, although resistance to disease reduced the chance of this happening. The exact formula for the chance of success was 0.25 * (Alchemy Skill + Luck + Agility).

Eyestars were removed from their locations in-game and replaced with containers (in the same way plants are handled in Morrowind) due to bugsWhat were the bugs?. However, the creature versions of Eyestars still exist in the the games's code and can be spawned in using the console and the PlaceAtPC command.
