Quest All Drunks Have completion voids other friendship quests?

I have just given Torbjorn a drink, and then I was hoping to complete his Rare Gifts radiant quest. However not matter how many times I talk to him, when or where, I do not get the dialogue option. Is this because I have already made a 'friend' of him, and therefore the additional quest that may have made him a friend is voided? And therefore is this true for all Quests All Drunks Have? Yes, he should. You must do this quest for him to make him like you, then ask him to make a distraction. There are multiple quests running at once during Diplomatic Immunity which cover all the possibilities for distractions, as well as lots of scripts, they are not all inside the one quest.
