Once you deliver the "stolen" letter to Domna, do whatever is necessary to ensure she takes you with her to the catacombs. Disguise yourself as one of her thralls if you must.
Upon arrival, discreetly slip away from the group and find a secluded spot to use the provided scroll and awaken the draugr. Deliver your report to my quarters at the Solitude inn once you succeed. Do not fail me.
