Skyrim:Bounty Hunter

Three Bounty Hunters can be randomly encountered in the wilderness after they track you down to kill you by order of the jarl from a hold where you have accumulated a bounty of 1000 gold or higher. Their inventories are fully leveled.

All three Bounty Hunters will attack you at once. There is no way to pay them, as they will try to kill you without hesitation.
