1. Speak to Villina Telvor about duties and Jafan.
2. Go to the Guardhouse and interrogate Jafan.
3. Report back to Villina.
4. Find and arrest Bernd inside his farmhouse west of Charach.
5. Force Bernd to surrender.
6. Escort Bernd to the Guardhouse.
7. Speak to Jafan to confirm his release.

Detailed Walkthrough

Villina's soldiers have recently captured a smuggler named Jafan, who is now offering information on his old ring in exchange for his freedom. It's an offer that Villina's minded to accept, and she's sending you to see what he has to say.

The Guardhouse where Jafan is held is on the north side of town. You'll find Jafan in the basement cells. Ask him about the Jafan topic and he'll name a Nord farmer called Bernd as a more major player in the smuggling ring. Relay this information to Villina. She wants you to arrest Bernd before she takes any further action, so leave Charach via the western gate and proceed west until you reach Bernd and Nessa Corina's Farmhouse. Bernd is inside, so speak to him about Jafan. You'll need to inform him that he's under arrest, but he won't take it well - launching into an attack on you.

Fight back. You don't want to kill him, but he will surrender into your custody once his health has been significantly reduced. Lead him back to the Guardhouse. Your journal will update once you are there, allowing you to speak to Jafan to confirm his release. You can now return to Villina to end the quest.

10		Villina Telvor ordered me to question Jafan, a smuggler currently being held in the Charach guardhouse. He had agreed to provide information on the smuggling operation he was a part of in exchange for his release. I am to speak with him and learn any useful information that I can.
20		I spoke to Jafan. He told me that Bernd, a Nord farmer on the west coast of Stirk Isle, is acting as a lookout for the island's smuggling ring.
30		Villina Telvor was pleased to hear that Jafan's information was useful. She told me to arrest Bernd so that he could be brought in for questioning and have Jafan released from jail.
31		When I told Bernd that he was under arrest, he pleaded his innocence and resisted being taken in.
32		I brought Bernd back to the Charach guardhouse to be put in jail.
40		I had Jafan released. He told me that he planned to leave smuggling behind and move to Anvil.
100	Finishes quest	I told Villina Telvor that I had arrested Bernd on Jafan's advice and she rewarded me with some potions.
110	Finishes quest	Villina Telvor was very upset that I killed Jafan. She refused to give me any further duties.
