Welcome to Galen is earned by entering Galen for the first time. You can do that by using an available Wayshrine on the map, or by taking the boat to Vastyr from the eastern pier in Gonfalon Bay.
This achievement awards the Firesong Obsidian Mask DLC loyalty reward.
