Edjar will ask for your help to free his packmates in return for information to rescue Fennorian from Exarch Tzinghalis' tower. Thevin can be found hacking away at stone with a mining pick while under the careful watch of the Gray Host.

After you break the magical chain holding him, he'll thank you before transforming and running away.

Thevin: "Finally! Thank you, stranger."

Thevin can be found in Werewolf form along with the rest of his pack once you meet with Edjar once more.
