	Even in the Celestial Palanquin, the need to move contraband forms the basis of a thriving underworld economy. Other than the Shambles, the best place to accomplish such transactions is the infamous Outlaws Refuge, supposedly established by the Gleaners to accommodate their needs.

Fargrave Outlaws Refuge

Fargrave Outlaws Refuge is an outlaws refuge in Fargrave. There are three entrances to the outlaws refuge. The first is located in the Fargrave City District northeast of daily job brokers. A second entrance can be found between the Fargrave Outskirts Wayshrine and the city gates. The last entrance is located in The Shambles.

A copy of The First Gleaner can be found on the bottom level in front of the fence, Evinn Laelippe. There are three cooking fires beside the merchant, Netelyas.
