Portic Boulat is a Breton bard who can be found playing the key harp and singing on the second floor of the Ancient Anchor Inn in Gonfalon Bay. He has no unique dialogue.

- His appearance is randomized. The only consistent element is his costume, a red version of the Singing Skald, which is always the same.
- In the German version of the game, he is voiced by Jörg Roth, better known as Alea der Bescheidene from the band Saltatio Mortis. This was announced by Kai Schober, German Community Manager, at the ESO Tavern event in 2022. It was mentioned again on the 2024 Gamescom livestream in an interview between Kai and Alea.
