The Portal to Necrom is found within the Chroma Incognito region. It is a constantly active portal which leads to the Bindery in Necrom that can be found a short distance away from the Stilled Shallows Wayshrine.
There is a sister portal to the south in the Endless Library which is also linked to the city.
