Nerandas is a Dark Elf alchemist who can be found on the docks at Tel Mora during the quest Reclaiming Vos. Later in the quest, he relocates to Pinsun.

You'll find out there is a secret meeting between Nerandas and one of Savarak Fels' subordinates. You'll impersonate the subordinate and meet with him instead on his boat at the docks:

"It's about fetching time. Well?"
