He can be found the northern gate, he will be threatening the Alik'r Protectors:

"If my orders didn't forbid it, we will certainly find out."

He is seen nearly coming to blows with the two Alik'r Protectors speaking with him.

"Listen to this braggart. Claims he could drop us all with a hand behind his back. The nerve.
And King Fahara'jad claims these warriors are here in a diplomatic capacity? Preposterous!"

After completing Army at the Gates, he'll say:
