He will be one of the survivors you need to rally:

"Get back! Wait, you're no stinking Reachman.
Where did you come from?"

I came with Vigrod to retake Fallowstone. We rally at the Hall!

"For Ysgramor! The Hall will be ours once again!"

After pointing him towards the hall, he calls back to you.

Bredin: "Ysgramor protects me still. I'll see you there."

While at the main doors:

"Despite our losses, we can still turn the tide here!"

After exiting out of the vault, you will find Bredin mourning his fallen companions in the courtyard.

Shattered Hopes

He can later be found at the Pact's camp near Honrich Tower. He does not speak to you there. After you defeat Thallik Wormfather and retrive the haft of Wuuthrad, he will disappear.
