The Arbiter of Perfection

The Arbiter of Perfection is a unique Dwarven Centurion encountered in the Tribunal Temple of Mournhold. In order to gain Sotha Sil's blessing, you need to first reassemble and then destroy it.

You will need to interact with the arbiter during the related quest.

<The arbiter stands dormant. A loose panel slides open to reveal five empty sockets and five large pegs within its chest cavity.>
<The panel bears a small but legible inscription.>
<Take a closer look at the pegs.>
<The pegs look as though they could fit large Dwemer gears. There are no spare gears within the arbiter's chest cavity>
<Leave the pegs alone.>
<Take a closer look at the sockets.>
<There are no dynamo cores fitted into the sockets.>
<Leave the sockets alone.>
<Read the inscription.>
""A master creates the Perfect. That which sparks numbers the Houses which built this temple. That which spins numbers my closest companions and myself.
"A master destroys the Imperfect. That which threatens is rendered to its base components."">
<Examine the arbiter.>
<This massive construct stands dormant, since it is still missing some crucial gears and pistons. An etched panel bears an inscription.>

As you collect dwarven gears (Three (3) are necessary) from the Dwarven Spiders that come out of the pipe on the left, you can put more in.

<Examine the pegs.>
<There is one Dwemer gear within the arbiter's chest cavity.>
<Add a gear.>
<Remove a gear.>
<Leave the gear alone.>
<There are two Dwemer gears within the arbiter's chest cavity.>
<There are three Dwemer gears within the arbiter's chest cavity.>
<There are four Dwemer gears within the arbiter's chest cavity.>
<There are five Dwemer gears within the arbiter's chest cavity. There are no empty pegs.>

Though five is the limit, you only need three Dwemer gears to complete the puzzle.

As you collect dynamo cores from the Dwarven Spheres that come out of the pipe on the right, you can put more in.

<Take a closer look at the sockets.>
<There is one dynamo core fitted into a socket.>
<Add a dynamo core.>
<Remove a dynamo core.>
<Leave the sockets alone.>
<There are two dynamo cores fitted into the sockets.>
<There are three dynamo cores fitted into the sockets.>
<There are four dynamo cores fitted into the sockets.>
<There are five dynamo cores fitted into the arbiter. There are no more empty sockets.>

You will need five (5) dynamo cores to complete the puzzle. Once the puzzle is complete and the construct is fixed, it will attack, and you must defeat it to receive the blessing of Sotha Sil. It attacks like a normal Dwarven Centurion.

  • An explanation to the puzzle: "That which sparks numbers the Houses which built this temple" hints at five dynamo cores, for the five Great Houses, and "That which spins numbers my closest companions and myself" hints at three gears, for the three Gods of the Tribunal.
