The Six Fishes is an inn at the gates to the Castle Ebonheart.
The publican, Agning, offers food and liquor to all patrons, as well as beds for 10 gold per night. He can also tell you many details about Ebonheart itself, the important people there and the Grand Council. Three trainers can be found inside, and will increase your skills, for a fee. An Imperial Guard keeps an eye on things. Downstairs is a wine cellar with sacks and barrels holding ingredients. Upstairs are three bedrooms; one is empty.
