Salama Andrethi is a Dark Elf nightblade who sells spells to all buyers in Tel Mora's Tower Services area.
She is wearing an expensive shirt with matching pants and a third barrier ring as well as a chitin cuirass with matching greaves, and boots. She carries a Devil Tanto. Aside from her natural resistance to fire and the sanctuary provided by her ancestors, she knows a variety of spells, which you can buy from her.
