Arruluk Snakemother is a goblin caster that's trying to unite the goblin tribes. She is first seen during Goblins United, where goblins of the White Ghost, Red Fang, and Iron Skull tribes are swearing loyalty to her. She is encountered again during The Goblin Messiah, where you have to kill her in order to complete the quest.
